I would guess the line from the tractor mounted winch.

Claus, they are for a winch cable. You drop the deck, back the neck up to the rear of the trailer and winch a machine onto the deck. Or, just for general pulling. I did a few of those.Whistle

Blades to the front on the west coast, not unusual to see them up in the air above the gooseneck.
